Update Availability Pattern Request State as Manager

post https://{hostname}/api/v1/scheduling/manager_availability_pattern_requests/apply_update

This operation updates the state of an availability pattern request by transitioning the request from one state to another. A manager can refuse or approve (using ApproveByManager) an employee's availability pattern request.
