This operation creates a paycode. To succeed, this operation requires the following conditions be met:
- the specified paycode must be valid
- the manager must have functional access to the paycode's actions
- all paycode sub-entities must be visible to the manager according to that manager's Generic Data Access Profile (GDAP).
The associated Access Control Point is PAYCODE.
