Retrieve GDAP-filtered Break Rules

This operation returns a list of complete break rule definitions filtered by the calling user's GDAP.

The associated Access Control Point is PAY_RULES.

• When this operation is executed with no parameters, the system returns a list of all available break rules.
• When this operation includes an ID or qualifier, the system returns a list containing the specified break rule.
